Those panels would help power the Crayola manufacturing plant at Easton.</p>
<p style="text-align:justify;">But the project needs to happen soon, according to Johann Scheidt of the <a href="http://www.fotowatio.com/indexEng.php">Fotowatio Group</a>, a Spanish energy company overseeing the project. <strong><span style="color:#008000;">Crayola</span></strong> hopes to receive the Solar Energy (Investment) Tax Credit, a federal program that would pay for 30 percent of the project. &#8221;Without the tax credit, it&#8217;s a no-go,&#8221; Scheidt said.</p>
<p style="text-align:justify;"><a href="http://www.mcall.com/news/local/all-b1_3solar.6548579aug15,0,3099697.story">According to the Allentown&#8217;s Morning Call</a>, the local Planning Commission decided to speed up the approval process for the plant after hearing a proposal that impressed both commissioners and residents.</p>
<p style="text-align:justify;">The program expires at the end of 2008, meaning Fotowatio wants to get to work by the middle of September. It will take about two months to complete construction of the solar panels.</p>
<p style="text-align:justify;">Just a couple of weeks ago <a href="http://technology4life.wordpress.com/2008/07/31/ge-energy-financial-services-and-landon-invest-in-spanish-solar-firm-fotowatio/">we echoed a story</a> about a sizable investment <span style="color:#000000;">($350 million) </span>from two groups in Fotowatio, one of them being GE Financial Services. Fotowatio has built several large solar plants in Europe, including one in Spain that&#8217;s among the largest in the world (20 MW). The one in Forks would be three megawatts.</p>
<p style="text-align:justify;">&#8221;It&#8217;s not going to break records, but for the Northeast, it&#8217;s very significant,&#8221; Scheidt said. As a matter of fact, Gov. Rendell is very supportive of renewable energy in the state of Pennsylvania. <a href="http://redgreenandblue.org/2008/07/10/pennsylvania-gets-650-million-renewable-energy-fund/">Last July he approved a $650 million fund </a>to spur energy conservation and efficiency and RE development.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p class="bodytext" style="text-align:justify;">In 1997, researchers from of the <a href="http://www.ies.upm.es/">Instituto de Energía Solar</a>-IES (Solar Energy Institute) in Madrid, invented and <a href="http://www.patentstorm.us/patents/6444897/description.html">patented</a> the concept of intermediate band solar cells as a  way to turn more of the sun&#8217;s rays into electricity. After several attempts to develop them,  a group of researchers <a href="http://technology.newscientist.com/article/dn14436-solarcell-material-can-soak-up-more-sun.html?DCMP=ILC-hmts&amp;nsref=news8_head_dn14436">has revealed the capability of a new material </a>to absorb infrared light. Their work, <a href="http://scitation.aip.org/getabs/servlet/GetabsServlet?prog=normal&amp;id=PRLTAO000101000004046403000001&amp;idtype=cvips&amp;gifs=yes">published in the journal Physical Review Letters</a>, constitutes a new scientific step to reach the implementation of these solar cells.</p>
<p class="bodytext" style="text-align:justify;"><img class="size-medium wp-image-515  alignright" src="http://technology4life.files.wordpress.com/2008/08/shutterstock_3043509.jpg?w=299&h=200" alt="" width="299" height="200" />Conventional solar cells are unable to soak up infrared; that gives them a theoretical absorption limit of just over 40% of solar energy.</p>
<p class="bodytext" style="text-align:justify;">In practice, they only absorb about 30%. The new material, though, can harness both visible and infrared photons, so it has a theoretical maximum efficiency of 63%, its creators say.</p>
<p class="bodytext" style="text-align:justify;">The performance of <strong>intermediate band solar cell (IBSC)</strong> relies on finding a way to use more of the solar spectrum. The researchers added titanium and vanadium to get a material that exhibits an intermediate band, half-full of electrons, within what -in ordinary semiconductors- constitutes the bandgap, EG.  The group of researchers was led by <a href="http://www.gdc.tat.upm.es/indexE.html">Perla Wahnon</a>, from the IES, and Jose Carlos Conesa, from <span><a href="http://www.icp.csic.es/index.en.html">the Institute of Catalysis</a> of the Spanish National Research Council. </span></p>
<p class="bodytext" style="text-align:justify;">However, while the material&#8217;s theoretical absorption limit is 63 percent, that doesn&#8217;t mean the finished product would have that efficiency in the real world. Nevertheless, since the theoretical limit percentage is higher, you can also expect a higher real world efficiency percentage. Scientists are already working to develop <a href="http://en.wikipedia.org/wiki/Solar_cells">solar cells </a>made of the new material. </p>
<p class="bodytext" style="text-align:justify;"><span>The Institute of Solar Energy pursues this line of research as part of a European program to extract the most of every single photon available in the full solar spectrum. Through the Professor Antonio Luque, it is the coordinator of the <a href="http://www.fullspectrum-eu.org/1_0.html">FullSpectrum</a> project, that has reached several interesting milestones and efficiency records in other areas as well, such as <a href="http://www.ise.fhg.de/press-and-media/press-releases/press-releases-2008/37-6-2013-european-record-efficiency-for-solar-cells-from-fraunhofer-ise">multijunction solar cells</a>.</span></p>

<p style="text-align:justify;">Fotowatio&#8217;s portfolio includes more than 50 megawatts in operation, distributed in 3 solar farms in the Spanish region of Extremadura, and one in Castilla-La Mancha. and more than 900 megawatts of projects in development in Spain, Italy and the United States. Fotowatio uses solar photovoltaic technology, as well as concentrated solar power technology. It has offices in Madrid, Italy and Washington DC.</p>

<p style="text-align:justify;">GE Energy Financial Services will invest US $235 million (EUR 150 million) in equity and convertible debt to acquire 32 percent and Landon, a family-owned Spanish holding company with diversified investments, will invest US $118 million (EUR 75 million) in equity to acquire 17.5 percent of a new holding company, Fotowatio SL. The existing Spanish investors will own the remaining 50.5 percent: <a href="http://www.qualitasequity.com/index_en.html">Qualitas Venture Capital</a> will own 33.5 percent, and Fotowatio&#8217;s management will own 17 percent.</p>

<p style="text-align:justify;"><a href="http://None"><img class="alignnone size-medium wp-image-471" src="http://technology4life.files.wordpress.com/2008/07/flecha.gif?w=21&h=10" alt="" width="21" height="10" /></a> Spanish firm <strong>Siliken</strong> <a href="http://www.signonsandiego.com/news/metro/20080708-9999-1m8green.html">is setting up a solar-panel manufacturing plant</a> in Otay Mesa (San Diego) and a solar-installation business in Carlsbad. By year&#8217;s end, the plant will be capable of making enough solar panels to produce up to 15 megawatts. The company presented its manufacturing and direct sales activities in the North American market and its new panels last week at the <a href="http://miamiherald.typepad.com/nakedpolitics/2008/07/crist-announces.html">Intersolar show</a> in San Francisco.</p>

<p>This step into the California market is part of the company’s international and vertical integration strategy. The aim is to consolidate its presence in California, marketing turnkey projects for end clients, in order to take on new renewable energy projects in other states.</p></div>
<p><a href="http://www.siliken.com/">Siliken </a>came to San Diego because of the region&#8217;s talent pool and geography, said Francisco Mollá, the firm&#8217;s U.S. division coordinator.</div>

<p style="text-align:justify;"><a href="http://None"><img class="alignnone size-medium wp-image-471" src="http://technology4life.files.wordpress.com/2008/07/flecha.gif?w=21&h=10" alt="" width="21" height="10" /></a> Also present at Intersolar was <a href="http://www.albiasasolar.com/english/consola.html">Albiasa Solar</a>, a company with technology and experience in both the photovoltaic and thermosolar segments. Albiasa is also opening offices in the US, specifically in San Francisco.</p>
<p style="text-align:justify;">In Spain, they are deploying their patented parabolic troughs, tested at the Almeria Solar Platform, at a 50 MW plant in the province of Caceres. These systems offer different advantages aimed at reducing costs, like using less pieces and material than standard collectors and a design that shortens production time and simplifies assembly.</p>
<p style="text-align:justify;"><a href="http://None"><img class="alignnone size-medium wp-image-471" src="http://technology4life.files.wordpress.com/2008/07/flecha.gif?w=21&h=10" alt="" width="21" height="10" /></a> A third Spanish company present in California (Redwood City) is <a href="http://www.zytechsolar.us/">Zytech Solar</a>.</p>
<p style="text-align:justify;"><strong>Zytech</strong> is a company with a wide range of products, from regular pv to concentrating pv, low and high, and solar thermal systems (parabolic troughs). It is also one of the winners of the 2007 <a href="http://alwayson.goingon.com/permalink/post/18632">Going Green competition</a> organized by <a href="http://alwayson.goingon.com/homepage">Always On</a>.</p>

Charlie Crist,</a> who wrapped up his 10-day trade and business development mission in Europe with a visit to Renovalia&#8217;s solar energy facility in Ciudad Real, Spain. <strong>Renovalia</strong> is involved in the development and engineering of renewable energy projects (a total of 247 MW in installed power). It also invests in technologies to achieve better efficiency - in solar trackers and concentration pv systems.</p>

<p style="text-align:justify;">The official debut of the project for the public brought <a href="http://www.naturener.net/naturener/eng/">NaturEner</a> officials to North Central Montana from the company&#8217;s headquarters in Madrid and the U.S. headquarters in San Francisco.</p>
<p style="text-align:justify;"><strong>Gov. Brian Schweitzer</strong>, who has supported tax breaks to lure projects such as the Glacier Wind Farm to the state, also attended. He also thanked developers for choosing Montana and the Montana Legislature for passing the tax incentives for renewable-energy projects. &#8220;Wind energy means that&#8217;s American energy, produced in Montana with Montana workers&#8221; The governor said.</p>
<p style="text-align:justify;">This wind project will increase Montana&#8217; s commercial wind power production by more than 200%.</p>
<p style="text-align:justify;">The first phase of the project calls for 71 turbines producing 106.5 megawatts of electricity. Completion of that phase is scheduled for October.  Another 103.5 megawatts from 69 turbines are planned in phase two. The  electricity produced in the $500 million wind farm is headed for California. <em>San Diego Gas and Electric (SDGE)</em> has <a href="http://www.reuters.com/article/pressRelease/idUS228773+05-Jun-2008+MW20080605">a power purchase agreement with NaturEner </a>for the entire 210 megawatts of power from the Glacier Wind Farm.</p>

<p style="text-align:justify;">Jose Maria Sanchez Sear, <strong><span style="color:#008000;">NaturEner&#8217;s</span></strong> CEO of U.S. operations, said the company is planning an additional 300 to 500 megawatts in Montana projects, including a possible expansion of the Glacier Wind Farm. These expansions depend on whether the <a href="http://www.matl.ca/project/faq.php">Montana Alberta Tie Line </a>is approved. MATL is a transmission line proposed between Great Falls and Lethbridge, Alberta.</p>
<p style="text-align:justify;">Toole County Commissioner Allan Underdal said tax revenue in that county from the Glacier Wind Farm will be $2.1 million its first year of operation. &#8220;I think it&#8217;s a positive thing we use an energy source that just irritated us in the past,&#8221; Underdal said.  Landowners will also earn a percentage of the revenue produced by turbines on their land.</p>
<p style="text-align:justify;">Bill Alexander, the developer from <span style="color:#008000;"><strong>NaturEner </strong></span>supervising the project, said the turbines were built at <a href="http://technology4life.wordpress.com/2008/01/20/acciona-celebrates-completion-of-first-wind-turbine-production-plant-in-us/">the plant in Iowa (West Branch) owned by Spain-based Acciona</a>. The blades were constructed by LM Glasfiber and the towers were built by DMI Industries, both of which are located in North Dakota.</p>

<p style="text-align:justify;">Aeroblade has its main offices, an engineering center and a plant for the production of molds for the wind generator blades at the <a href="http://www.parque-tecnologico.net/english/english.htm">Bizkaia Technology Park</a> (Basque Country), as well as a plant for the manufacture of the blades themselves in Vitoria, a neighboring province in the same region.</p>
<p style="text-align:justify;">The company was created at at an excellent time in the market of wind turbine blade manufacturing, with an anticipated fast growing demand over the next fifteen years. AEROBLADE will be able to take advantage of the synergies within the aerospace group to which it belongs, applying innovative aeronautic engineering in the design, structural calculation and certification of the product. Its aim is to introduce innovations both in the manufacturing process and the product itself, through new aerodynamic concepts and composite materials.</p>
<p style="text-align:justify;">The company employs more than 400 staff and has recently announced a 43 million Euro ($68 million) investment in a new production facility in the province of Cadiz, in the south of Spain (more than 2 million sq. feet) for the development of a new range of blades for 1.5-3MW turbines.</p>

<p style="text-align:justify;">The Spanish energy company <a href="http://www.gasnatural.com/servlet/ContentServer?gnpage=3-10-0&amp;centralassetname=3-10-BloqueHTML-Home">Gas Natural</a> inaugurated yesterday in Seville one of the first European solar cooling experimental plants. The technology behind it is double-effect solar absorption cooling backed up by natural gas. That allows for more efficiency and consistency in obtaining cold levels apt to be used in heating and refrigeration.</p>
<p style="text-align:justify;">The project&#8217;s main objective is to allow the company acquire enough experience to be able to deploy these solar thermal cooling units in buildings starting next year. This drive has been fueled by the <a href="http://www.estif.org/index.php?id=46&amp;backPID=2&amp;pS=1&amp;tt_news=71">Spanish new Technical Building Code (TBC)</a> which, since September 2006, has made the installation of solar collectors compulsory to contribute to the household hot water requirements of both new and rehabilitated buildings.</p>
<p style="text-align:justify;">This 3,767 square foot installation is located on the roof of the <a href="http://aplicaciones.esi.us.es/english/">College of Engineering</a>, at the University of Seville, that is a partner in the project along with the Andalusia Technology Corporation, a public agency that fosters Research and Development in this Spanish region.</p>
<p style="text-align:justify;">The investment in the installation amounts to 1,3 million euros ($2 million). It provides a third of the cooling needs of the building in summer (around 500 kW), and from half to all of its energy needs in winter, depending on the month.</p>

The Group currently has global sales of over $230 million and 700 employees. Tradebe operates 20 hazardous and non-hazardous waste treatment facilities in Spain, UK, France and the USA.</p>
<p style="text-align:justify;">With the acquisition of PCI, Tradebe reinforces its investments and development in the US market, where it already controls two other companies. One of them, <strong><a href="http://www.petrosvs.com/index1.htm">Petrochemical Services Inc. (PSI)</a></strong>, provides waste processing, tank cleaning and gas-freeing services to the refining, chemical, pulp and paper industries. It currently has operations in New Orleans, Houston, Honolulu, Richmond, Va., and El Segundo, California. The second one, <span style="color:#993366;"><strong>Recovery Recycling Solutions (RRS)</strong> </span>is located in Houston, Texas. It offers cleaning services for crude oil tanks and treatment of refinery sludge for clients such as Phillips (Bayway refinery, New Jersey) and other refineries in Louisiana and Texas.</p>
<p style="text-align:justify;">The group of companies will operate under the umbrella of the holding co. Tradebe Environmental Services.</p>

The Tecnalia ecological car project was developed to demonstrate not only the viability of fuel cell vehicles but hydrogen as a storage medium for renewable energy sources such as wind, solar and wave power.</span></p>
<p style="text-align:justify;"><span style="color:#000000;"><span style="color:#333399;"><strong>H2CAR</strong></span> is driven by an electric motor which is silent and high-performing. The electricity needed is generated from hydrogen stored in standard 200 bars-pressurised bottles, by means of a 5kW PEM fuel cell.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Moreover, the vehicle is equipped with state-of-the-art backup battery systems which enable the supply of the energy peaks necessary during acceleration and enhances the autonomy of the vehicle. The batteries enable ultra-rapid charging, whereby the user can charge up the car at any 220 V socket in a matter of minutes. The combination of rapid-charging plug-in hybrid technologies and hydrogen fuel cell technologies make this one of the most </span><span style="color:#000000;">flexible</span><span style="color:#000000;"><span style="color:#0000ff;"> </span>FCV’s to come along in recent years.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">&#8220;We have, thus, a 100% electric vehicle but which is mixed (battery-hydrogen) with regard to ‘filling up with energy’, providing great flexibility in its use&#8221;, <a href="http://www.basqueresearch.com/berria_irakurri.asp?Berri_Kod=1812&amp;hizk=I">stated Mr Luis Pedrosa</a>, Director of the Energy Unit at Tecnalia.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">As regards cost per mile, Mr Pedrosa underlined that &#8220;filling the tank, understanding this as the recharging of the vehicle’s batteries, costs between 6 and 8 times less than a petrol-driven engine with the same autonomy&#8221;. </span></p>
<p style="text-align:justify;"><span style="color:#000000;"><span style="color:#333399;"><strong>H2CAR</strong></span><span style="color:#333399;"> </span>only emits water vapor. The emissions are produced in the power stations generating the electricity used for recharging or for producing hydrogen. &#8220;With the current mix of energy production we can say that emissions are reduced 80 % at least”, added Mr Pedrosa. </span></p>
<p style="text-align:justify;"><span style="color:#000000;">Besides hydrogen-powered car, Tecnalia is also involved in the <strong><span style="color:#cc0033;">Hidrotec project</span></strong>, which uses wind and solar power to produce </span><a title="hydrogen" href="http://www.tecnalia.info/down/Energia_Tecnalia_eng.pdf" target="_blank"><span style="color:#0000ff;">hydrogen</span></a><span style="color:#000000;"><span style="color:#0000ff;"> </span>cleanly. A third line of research in rene</span><span style="color:#000000;">wable energy was recently launched by Tecnalia through its <a href="http://www.oceanenergycouncil.com/index.php/Wave-Energy-News/Iberdrola-and-Tecnalia-to-Develop-Wave-Energy-Project-in-Basque-Country.html">alliance with Iberdrola and its equity investment arm, Perseo, </a>in the <strong><span style="color:#cc0033;">Oceantec initiative</span></strong> ($7.1 milllion investment). Its goal is developing a wave energy device with high performance and competitive cost.<br />

Besides generic trade shows for the whole of the renewable energy industry like <a href="http://pgre08.events.pennnet.com/fl//index.cfm">Powergen-RE</a> (February) or <a href="http://www.wirec2008.gov/wps/portal/wirec2008">WIREC</a> (March), in June there was a megashow specific to the solar industry, <a href="http://intersolar.de/index.php?id=intersolar&amp;no_cache=1&amp;L=1">Intersolar</a> (Munich) with 1,050 exhibitors across 76,000 m² of exhibitor floor. What is more, Intersolar is branching out this year to the US and next July 15-17 will see <a href="http://intersolar.us/">its first edition</a> unfold in San Francisco, along with the more established show <a href="http://www.semiconwest.org/index.htm">Semicon West</a>.</p>
<p style="text-align:justify;">If those chances were not enough, in September there will be one more big show where to be seen, competing for attention with <a href="http://www.solarpowerconference.com/">Solar Power Expo</a> (October, San Diego).</p>
<p style="text-align:justify;"><a href="http://None"><img class="size-medium wp-image-419 alignleft" src="http://technology4life.files.wordpress.com/2008/07/conferencia_fotovoltaica2008.jpg?w=103&h=108" alt="" width="103" height="108" /></a>It is the <a href="http://www.photovoltaic-conference.com/">European Photovoltaic Solar Energy Conference and Exhibition</a>, in its 23rd edition this year. Last year it was celebrated at Milan, Italy, and this time around it is the turn of <a href="http://horizontal.feriavalencia.com/calendario/index.jsp?X2VuZw%3D%3D&amp;MjAwOA%3D%3D&amp;OQ%3D%3D&amp;">Valencia, Spain</a>, to host the event, next September. Organizers are expecting 3,500 participants and 1,000 presentations at the conference (1-5) and 600 exhibitors at the Exhibition (1-4), the biggest turnout yet for the event.</p>

<p style="text-align:justify;">One of the topics in research that is surely going to attract more interest at the conferences is the progress in thin-film technology, an area that is experiencing very dynamic rates of growth and with a huge potential for costs savings.</p>
